Well, to the layer, obviously. Otherwise how will you view data from
two server simultaneously?
As for your rhetorical question: data (or the layer) should remember
where it came from and if it moves to another layer so it may get
uploaded again, change all the IDs to negative numbers (or make them
unassigned, not sure how JOSM works here).
Actually, the AND transition is in an interesting position there.
We're going to setup a (read-only) server with the current content of
NL so you can view the pre/post AND data simultaneously. In that case
the IDs *have* been assigned by the server and it would be safe to
just upload them.
All of this leads to my plan to get all servers and dumpers to include
the <bound ... origin="http://servername/api"> tag so that clients
like JOSM can tell when two servers are running compatable ID sets.
And behave appropriately.
