Having just had a very quick paly around with josm-05.jar it seesm to me 
that the conversion of tagged segments to ways as implemented on the test 
server is going to result in many additional ways of one segment each.  Many 
existing segments are tagged with created_by =, and each of these becomes a 
way, in addition to the way the segment is part of.

It should ne noted that the coastline upload script tags each segment with a 
created_by tag.
