I'd actually prefer boundary=administrative, boundary_type=national.
There are many kinds of boundaries and rather than inventing new
toplevel tags for each I think we should work first with categories
(physical/administrative/private) and have subtypes
(national/province/council/etc). That avoids the need for every
renderer to know about every kind of boundary. And people can make new
types without having to convince renderers to display them.
