[OSM-dev] UTF-8 problem with API 0.5 planet.osm and osmosis 0.16

It's pretty basic. It doesn't include a lot of the stuff from the
script. But here ya go:

%MAINCLASS% %*
Note the semicolon instead of colon separating the jars. That's a key
difference from Unix/Linux/cygwin. Also, I hard-coded the
"MYAPP_HOME". I could have used pwd and translated it with cygwin, but
I wasn't really motivated to... Plus it's not terribly portable if
people don't have cygwin installed.
