It still doesn't seem to be working. I note that
http://planet.openstreetmap.org/README says:
"We also provide daily diff files. These have been produced with osmosis
(http://wiki.openstreetmap.org/index.php/Osmosis) and have the format
2007-09-25--09-25-14:21:03.osc.bz2"
but no such files seem to exist yet.
