If you do this in perl you can have a look at:
http://trac.openstreetmap.org/browser/applications/utils/tagwatch/libs/getWikiTags.pm

It does all you need and a bit more.
Only downside, it does not generate a xml file yet, as tagwatch use it with a 
flat file structure.
