The changes look good. Several people have been asking for support of
multiple layers. One problem I notice is:

"hum, this shouldn't bee needed and we'd have to add extra code to do it!"

I'm pretty sure that this is required. mod_tile & renderd can get out
of sync when mod_tile gives up waiting for a tile to render.
