It's certainly within the design of OpenLayers -- in OL Mark III (we're
on IV now, little piece of OL trivia for you) we didn't actually have
any markers, *just* imagemaps and corresponding WMS.
If you're going to go that route, *please please please* communicate
with the OL Dev list. Implementing it without feedback from OL
developers is going to cause everyone involved pain. If you send email
to the dev list, I promise I will respond -- prboably not within 24
hours, but I'll do as best as I can.
