Because this makes proper bugtracking very difficult like:
 > Bug reported (date/person)
 > Bug closed (fixed/wontfix)(date/person)
 > Bug notes/discussion/history/etc.

Surely this isn't vital for the purpose but will be very comfortable 
when real bugs become rare and we have to deal with false bugs. That 
will be very soon.
