[OSM-dev] Running an OSM server

Hi,

is there anybody who run an OSM server with WinXP?
I want to run a server at my own machine to test some functions
(uploading, manipulating data) without touching the data on www.openstreetmap.org.

I've installed Ruby and MySQL but cannot compile the tools to calculate the quadtiles.
