Given that the STAGS proposal didn't really hold, I was hoping to have some 
time to work on a tag standard based on the Alexandria Digital Project 
Feature Type Thesaurus.

Take 3087 tags, write a hierarchical thesaurus with that, adapt it to 
key=value pairs, propose it. It's plausible.

The EuroGlobalMap standard also uses a similar system; the funny thing is that 
the standard is GML-based and, thus, it should be extensible.

However, OSM can overcome the problem of name_1, name_2 and name_3 applicating 
relationships.
