It sounds like your ISP is using a proxy that doesn't understand all of
the HTTP methods used by subversion. Can you either:

a) Avoid your ISP's proxy?
    or
b) Ask them to fix it, by looking at
	http://subversion.tigris.org/faq.html#proxy
