[OSM-dev] Blue tiles tagged "Unknown Type" in Osmarender

I've found a few of the blue "unknown type" tiles in
Europe shown by 
Osmarender.  There is one in the UK just west of
Exeter and several in 
France south of Bourges.  Anyone know what is causing
the problem?  As 
below the real issue is in remote areas such as Africa
where there are 
large areas with these tiles.
