For planet-080827, I got the following numbers (queried from the Python 
interface of my own binary db implementation ;) ) :

		count		maxId		ratio
Nodes		261675640	291467921	0.90
Ways		 21210762	 26580947	0.80
Relations	    22149	    29694	0.75


Some malformed ways were skipped during import, but I don't expect that 
to alter above values significantly.

Over time, I'd expect the ratios to drop even further since deleted 
object IDs cannot be recycled (history is still available).
