That's because you don't understand the current situation. Care to
enlighten everyone with how you are going to add constraints to MyISAM
tables?

I know that you've implemented the API in a different language on a
different db, but that's got very little relevance when talking about
how to operate the current db with the current rails code. Maybe you
should start your thought process with "they are probably doing things
in a particular way for good reasons", and then if you are interested
in finding out what those reasons are, go ahead and ask, read the
code, and find out more.
