[OSM-dev] 0.5 API: /api/0.5/user/preferences, values truncated to 256 chars

The key and value can only be 256 char long, due to the way that they 
are stored in the database as a VARCHAR.

With API 0.6, the API will reject keys and values of length 0 or more 
than 255.
