The only available libs are for ruby, perl and java and qt4 so far

You could talk to the Kosmos [1] dev. according to his last blog posts he is 
redesigning his app so maybe a .NET lib could be handy. 
For mobile apps there is OSMTracker [2] which whould be nice with you routing 
core
