Hmm, the full-planet dump seems to be doing something weird around daylight
saving time.  See, for example <changeset id="2975"
created_at="2006-03-26T00:51:16Z" closed_at="2006-03-26T02:51:23Z"
open="false" num_changes="7" min_lat="52.5450951" max_lat="52.5450951"
