Have you tuned the database at all according to what's on the
http://wiki.openstreetmap.org/wiki/Mapnik/PostGIS page? If you don't
increase the shared_memory setting then postgres is going to spend the
whole time swapping various indexes in and out of memory.

Any server with 2GB of memory has to be able to keep up I think...
