Which is exactly why I said the classic single-outer-n-inner rings would 
definately work.

I'm not for that, too. That Italian example in trac has been around for 
months, and I might just 'fix it' by demultiplexing the tertiary and 
landuse real soon.

Which is balls in JOSM, since that will happily display the note=* in 
absence of a name=* for a relation. What do the other 2 main editors do 
in that case?

Out of osm2pgsql's control, but is this being worked on on some level?
