Which is a good thing. Other people would have just started the import
and produced much bigger disagreements.

That should probably protect OSM from legal risks. I'm not entirely sure
and what license the combined dataset would fall. Another thing to ask
on the legal mailing list.

Technically it should be relativly easy to fill a test server with the
extracted data OSM has in the kosovo and add the data form wikipedia. As
long as you only add points and ways you should even be able to update
the server with the diff available from OSM.
