Well that wasn't necessarily true. Potlatch always updated it for instance.
But anyway, all the editors should be adding the created_by tag to the
changeset now instead, so there's no new ones being created.

I remove them if I'm editing something anyway and I can be bothered, but
there's not much point in going out of your way.
