The created by tag should now be on the changeset, i.e. one level up.
JOSM recently (1735 & 1720) implemented a change where all the  
created_by tags are dropped. That was the original intention when  
changesets were introduced.

You can use the history to get the old versions of the created_by tag  
prior to the changeset introduction.
