[OSM-dev] Deleting TIGER node tags

It would certainly be preferable, *if* these nodes are really useless, 
to remove them instead of burdening the database with an unnecessary update.

My gut feeling is that only a small portion of the 177m nodes in 
question fall into this "useless" category but I will have them counted.
