[OSM-dev] API server extreme slow (2009-06-04 12:00 UTC) => solved

Also upload of changes was extremeley slow.

BUT the good news:
at 16 UTC it is OK again. The performance for uploads is very fine now 
again.

    => problem seems to be fixed.
