[OSM-dev] Procedure to get a dev.openstreetmap.org account

Hi,

In the process of trying to bulk import data to OSM for 
http://wiki.openstreetmap.org/wiki/WikiProject_Corine_Land_Cover
(Dataset of france)

We'd like to validate our procedure without the pain of installing and 
configuring a API 0.6 test server

Is dev.openstreetmap.org a server intended to be usable for bulk upload 
tests ? and if yes, who could create an account for us ?
