[OSM-dev] Procedure to get a dev.openstreetmap.org account

Argh, what a ****** I am.

I thought the http://api06.dev.openstreetmap.org/ page was just a frontend to 
the real osm DB actions (beside API) since there was some rendering and the 
dev db looks empty.

Sorry for the useless noise.

Every thing is working
