The osm files *should* contain a changeset attribute on all entities.
Where did you get your osm file from? I believe all 0.6 format planets
contain this attribute, and any files produced by a reasonably recent
version of osmosis should also preserve this attribute. I believe xapi
is one data source that leaves out the changeset attribute for entities
that it doesn't have changeset information for.
