No, they're not. I have as yet seen 0 reports of expansionist OSM-using
Rutlanders attempting to annex the village of Somerby by moving the boundary
nodes.
Of course, it may be the case that people's willingness to "get things
right" (as practised in roads, rivers, railways, buildings, in fact every
single other area of OSM) is magically replaced by a devil-may-care
anarchism where boundaries are concerned. But I don't see it.
