You _are_ completely wrong ;)

It is permitted to tag the inner way, if it in turn contains something
that ought to be tagged (a lake within a forest, say). To tag the
inner way of a building suggests that there is one building contained
within another. There has been a very confused history of how
renderers deal with holes, and for some of that time, some renderers
have required the inner way to be tagged, but this was never the
intention.

Your suggested change in the motorway ref rules sounds good to me.
