IMHO as a general rule, we should keep the work for the mappers as
simple as possible - but not simpler ;-)
If there's only a ref on the road, we map this. There's no need to fill
out nat_ref, int_ref and xy_ref with the same value.
Or course, if there's an int_ref (e.g. "E 60") existing, we should map
that as well, but unfortunately that's not something that can be checked
as a rule I guess.
So the check might best be wether there is any of the refs or none at
all ...
