Yes, sorry I didn't explain that part. osm2pgsql has the needed functions to 
convert relations into multipolygons entities that this SQL request works 
with.

It works well with inner and outer role for multipolygons but lacks support 
for role enclave/exclave of type=boundary.
(But as Frederik suggested on the wiki, and so does germany is tagged, 
multipolygon could be used instead )

Still, the main problem is that the osm boundaries (level 2) are often more 
broken than working.
