Probably yes. But Windows XP isn't exactly the primary target for any
of the tools you're trying to set up. So unless you're willing to
figure out all sorts of odd errors you're likely to run into it would
probably be simpler to just:

 1. Install VirtualBox: http://www.virtualbox.org/wiki/Downloads
 2. Install Ubuntu on it: http://www.ubuntu.com/
 3. Install your OSM toolchain on that
