[OSM-dev] [Tilesathome] XAPI gone?

I have resuscitated all three XAPI servers and they are now all functioning
normally.

They are a few days behind with updates at the moment but will catch up
quickly.

The server at xapi.openstreetmap.org has had new disks installed and is now
almost as fast as hypercube.

I've also implemented some simple load balancing so that requests that go
via www.informationfreeway.org will be redirected to any one of the three
operational servers.
