[OSM-dev] Hourly diffs are missing edits (too)

The state.txt files hold a timestamp field, so see if that's all you 
need for your needs.

Then the next time the diffs are generated, there will be several large 
diff files, until everything that was missed in those previous days has 
been pushed out. This already happened once, last week, when the diff 
generation was down for half a day or so.
