I have a problem with semi-transparent areas because it leaves the
colors somewhat undefined.

What do you put on a map key?  Woods, woods inside a park, woods
inside a military area, woods inside ...?  I think this makes the map
style overly complex for the viewer.

IMHO, for most such areas (like national parks) the rendering of the
border is enough.  For others (like military areas) I would use a
hatching.
