JOSM can.

*** Only do this if you know what you are doing ***
Download an area that the relation is in (a GPS trace in the area is  
useful for this)
In JOSM download the specific version of the relation using the url.
Modify the relation (for example add an element)
Update the data, you'll get a conflict.
Solve the conflict with your own version
Upload
Adjust relation back if necessary.
