I don't think, it have to introduce a web dependency. It is just a java script application running inside a browser. The script don't have to be on a website. It can also be a local file. The map data can also be local files - maybe.
I have an application using OpenGL to show openstreetmap data. Outside a browser, with libsdl. Look for osm3d on Sourceforge.
In a browser, the application will be really platform independant.
I have a website, but not enough time to write such a big program. And not so much knowledge about java script. I normally write in C or sometimes HTML, PHP.
