Not sure whether my issues are the same as yours but I had at minimum two problems

- with relation 226076 (containing a tab in member type="node" ref="31165489")

- with way 20217107 (containing invalid byte sequence for encoding "UTF8": 0x00)

Not sure whether this list is "complete", my error list is quite longer
but the both above went through the "pre-control" and caused an abort of
the import :-(
