[OSM-dev] Tag-key with "?" in planet but not in API

Thanks for this pointer - it explains also a part of the 19.865
different tag-keys found in the last planet.

If anyone has a need for the list with these 20k different keys (without
case mangling, stripping or anything else done) and the number how often
they appeared in the last planet:

(This is not a replacement for tagwatch, the main purpose of this list
was for internal stats).
