Your proposal assumes that every provider of OSM-based visualized
services uses the same tiles with the same details in the same style
(eg. identical osm.xml for all mapnik-rendered tiles).

Probably that's not the case so a distributed infrastructure of tiles
would not make sense for those providers using their own individual
rendered tiles.
