I wonder if one of the clients [0] is adding a node change to the changeset
whenever someone clicks on the node or way? Perhaps the API should ignore
(i.e. not increase rev #'s) changes that don't actually change anything?

[0] Let's blame it on Potlatch :) It's been getting off too easy in the last
few weeks. Just kidding...
