Here is an excerpt from the hexdump of the XML linked from the history page:
00000110 3d 22 70 6c 61 63 65 22 20 76 3d 22 22 2f 3e 0a |="place" v=""/>.|
As you can see, there is nothing between the two "" (22 22).
