I have done some work on an osm parser in c
https://code.launchpad.net/~jamesmikedupont/+junk/EPANatReg

and pbf reader in c,
https://github.com/h4ck3rm1k3/OSM-Osmosis/

you might find it usable. i am still working on other things, but will
be willing to review code.
