I was talking about the size of the XML before any compression, so the
number of bytes you actually download will be significantly less.

No, only the map call is limited at the moment. I think somebody is
probably scraping the history api or something though which will be
affecting uploads - there have certainly been some abnormal load
warnings this evening.
