[OSM-dev] error when compiling osm2pgsql

I have all of the below packages installed:
libprotobuf-c0 libprotobuf-c0-dev libprotobuf-dev libprotobuf5
protobuf-c-compiler protobuf-compiler
Still doesn't work...
