Do you remember what the error was? Just a hunch - is it possible that 
the Osmosis code relies on a HeaderBlock but the files have none?

Yes, Osmosis does not have a de-duplication option. Furthermore, since 
Geofabrik extracts are all done with clipIncompleteEntities=true, any 
simple de-duplication would you leave with either one or the other half 
of a split-boundary-crossing way.

On the whole, re-combining the split files is not such a good idea.
