[OSM-dev] Problem uploading: "NoMethodError: undefined method `<' for nil:NilClass"

Hello,

I'm having a problem uploading some of the edits that I have been
working on tonight.  I've been using JOSM 2729 but I've been able to
reproduce the problem with other recent SVN versions.  When I try and
upload my changes, the changeset gets created but after the changes
get uploaded I get a 500 server error as well as the text
"NoMethodError: undefined method `<' for nil:NilClass".  I'm attaching
the osmChange XML data that JOSM tries to upload.  As far as I can
tell the XML is well-formed but I don't know what else to look for in
the data to see what could be wrong.
