[OSM-dev] Has expiring tiles based on minutely updates broken?

I'm starting to think the expiry for tiles based on minutely updates
has broken recently, most of the time in the past caching was a
browser issue and clicking on the perm link and hitting
ctrl+shift+refresh would force the browser to re-request tiles, but
this doesn't seem to be working at present.

Or is there a delay for some reason?
