I hate to poison dev with anything pertaining to licenses, but note that 
the CGAL code you refer to is licensed under "QPL" which is not 
compatible with GPL, so if you did incorporate their code/algorithm 
you'd have to release the affected bits, or the whole of Nominatim, 
under that QPL.
